Packet collector can be gotten from sourceforge, just like the main EMU.
http://www.eqemu.net/ has a files link to it. It is far down on the list.
Just run with PacketCollector <YourIP>
And it will do the rest.
PacketCollector -? gives some help that is useful if you want to do some custom work.
