You can replace 10.0.0.3 by localhost or 127.0.01
You can replace eqemulator.net by newlogin1.eqemulator.net in loginserver.ini
but that not solve your problem i think.
I have ask 2 times but you don't speak about router/firewall ?
Have you open 9000 port tcp/udp and 7995 to 7999 tcp/udp ?
99% of problem when servername is up in loginserver come with forgotten Router/firewall
