You didn't zone into the propper place in the zone. Underground zones have this problem a lot. On the wall is a loc, type #goto 2nd_number 1st_number 3rd_number(or 0 if not there) Mobs in that box are mobs that didn't spawn in the propper place, so got put there, just like you did.
Lyneu released new cfg files for all zones, get those and see if you still have the problem.
