Since I am a network tech myself and used to work in AT&T's Common Backbone group, I can pretty much guarantee that it wasn't a backbone issue. The server was coming up from time to time. The only thing that will cause extended backbone outages in an area is a major fiber cut. And with fiber cuts, your circuit is either repaired (re-spliced), or not (still awaiting the splice). It doesn't go up and down for 24 hours coming up for a minute or so every half hour.
I am 99% sure this was a hosting issue.
