Make sure you are forwarding Port Ranges 7000 to 7100 and port 9000. That is all you need minimum to allow players to connect to your server. Make sure you are setting Port RANGE forwarding and not Port Forwarding or Port Triggering on your router. Also make sure you have all firewalls disabled.
If that doesn't work, try setting your server to run as a DMZ from your router and that should work for sure. Though, if that works, make sure to disable DMZ again and work on the port settings, because DMZ is a big security issue if it is left set permanently.
