I am guessing you put this section back in your config:
<address>192.168.0.182</address>
<localaddress>192.168.0.182</localaddress>
Accept it looks like you changed one of the lines to "eqnevaeh.no-ip.biz" now.
As I said before, you don't want to configure that section in your config. It will mess your connection up unless you know exactly what you are doing. And 99% of the time it isn't needed at all.
It sounds like your main issue is still with MySQL. You might need to google search for some solutions to reset your root password for MySQL. Once your accounts are setup properly, it should start working.
