But, it shouldn't effect creation of Login Accounts.
If you are trying to create an account for a server you are planning to run, you don't need to. They don't require logins anymore to join the server list. If you are creating an account to play on a server, then you should not be having any problems with that.
After looking at your account, it looks like you still need to confirm the email confirmation check. Check your email and click the link in it.
