you have to be patient. In december about the only thing you could do was log on. A lot of progress has been made since then.
But right now the focus is on getting the basic parts working.
Capabilities are being added all the time. And often things work better than you think -- such as spawning mobs -- but it takes practice. For example, you can't spawn an orc in Qeynos. It's the way that EQ is designed. The model and skins for an orc is not available. But you can spawn a gnoll.
You have to experiment a little. I have probably spawned a couple hundred npcs and mobs and I still don't have a complete hang of it. But I am better at it today then a month ago.
Eventually the documentation will catch up with the implementation. Then you will see that mobs have a gender of 2 and that you can spawn npcs with various textures and different races -- not all bald humans. A lot of the stuff you ask about is already available, but how you do some of those things is not documented. That's why no one can send you the handbook yet -- it doesn't exist.
