You use it like this:

I don't have a full list of descriptions yet as there are hundreds of effects. You can experiment by just plugging in numbers to see what numbers are what effects. I think they go up into the 400s or so.

Just playing around, I found that there are some really cool ones in the low to mid 300s, but it will take a while to get a full list. Also, not all of the effects are visible by all clients. SoF goes into the 400s, but I think Titanium stops before the 300s. I haven't fully tested it yet.
