CORRECTION:
the server source itself doesn't actually contain ANY quests or even npc data. the quests are perl scripts (separate download than the source) that are accessed by the server and the data is something entirely different, but that's beyond the scope of your original question.

Bottom line. I did the Chalice of Conquest quest in P1999 as far as I can figure it out. I've updated the P1999 wiki. I've gone as far as anyone I can find on the web, Zam, etc. So to my knowledge no one has gotten farther, even on a current live server.
Given that - I think what you are saying is that there is no chance this could ever be solved on an EQemu server, because they could not emulate it. If it was truely unsolved rather than broken, it could only be solved on live?
