If you can connect to other servers fine, then the issue is not with EQEmu no matter how much others may want to blame it on EQEmu. These types of issues are pretty clear about what the possible cause can be. Either something is wrong on the server you are playing on, or something is wrong with your client.
Considering you tried playing on THF, then I would say the issue could have been with the custom files that THF uses assuming you installed them for playing there. But, since you said the issue also happened on your wife's PC which works fine for her account, it points to 1 single point of failure which is your account/chars on P99.
IP Limiting is managed by the individual servers that use it, and EQEmu has no affect or control over that. This sounds to be pretty clearly an IP limit issue, which has nothing to do with EQEmu.
If someone has a valid argument as to why EQEmu might be to blame, I would be interested to see it.
It looks like the issue is already resolved, but I wanted to try to clarify that this is/was not an EQEmu issue.
