I use George's tools, eqitems .. copy an in game item then adjust stats name it what I want and save .. so far that's the only way I've done items. Good luck hope you get it working
Also if you use his tools just go to his page and read all he has lots of interesting tools to use. And you need his drivers on his page to use them, his instructions are good though and any problems I had I could search for a good solution here.
