Just tested this, and the Amulet of the Haven causes the exact same issue on my server. Which I last compiled at the start of the month.
Treant Heart, another item with faction adjustment having the exact same effect.
Scalp of the Ghoul Lord, another item with faction adjustment having the exact same effect.
