you need to set the variable AILevel to at least 2 to get that behavior (--> the table variables in the eq database)
and the primary faction is not necessarily the first faction listed. that whats the values are for. the higher the abs(value) the higher on the list. normally it is so that primary faction has the highest faction modifier too, so there isnt any difference.
