There's a few important things to consider here:

1. If you include #zone, #summonitem or #level, then it's not legit. Any one of these will completely screw up any risk/reward scenario. The number of servers touting legit play that are simply default servers with #level removed is shocking. To date, WR has been the ONLY server to qualify.

2. You need to have a central area. Odus is nice when relinked, and gfay could be great as well if the adjacent zones were relinked and modified. Everyone should have a place for spell purchase (as it's preferable to #scribespells) as well as a place to sell. On these smaller servers, one 'good' area and one 'evil' area is usually the way to go.

3. Factions are needed. Once again, WR has been the only server to offer them. Faction ratings, KOS status, and group agro ranges are extremely important to legit play.

4. Whatever the maximum level of your server, there should be mobs for 1-X that will support the players. Wandering mobs are a REALLY nice touch, but even if you make it all static you still need to use something beyond the default db.

There you go, the four points of a legit server. These are just gameplay related. Once you go into rules, server uptime, and staffing then it gets much harder.
