First you must cfg your Loginserver.ini like this
[LoginServer]
loginserver=localhost
loginserver2=localhost
loginport=5999
loginport2=5999
worldname=<name of your server>
worldaddress=localhost
locked=false
account=
password=
then you must start
1) Minilogin.exe (if your server is local)
2) World.exe
3) Boot5zones.bat
btw even locked if you have status 200 you can log on your server i think, well i never had problem with "lockthing" on my own server
