Yeah, but only the mid sized races (tested with Wood Elves, Erudites, and Dark Elves) have the flying kick animation. Didn't test with any other skills, but I did try it as a gnome, ogre, and troll, and none of them have the animation to do it.
Oh yeah, the Vah Shir can't either.
