I *think* (meaning I'm not sure) it's because there are two "EQEmu Release" folders on CVS. One named "EQEmu Release" and the other "EQEMu Release" (notice the capital 'M').
*nix doesn't have a problem with this, but stupid windows gets confused
In conclusion: There's nothing you can do. Only a dev with CVS write access can delete the old folder.
