those two methods are for your own server, if you want to be able to summon things etc, on a server thats not your own, it would have to be a non-legit server
mySQL is a database program but its used via a prompt, use the <sqldir>\bin\mysql.exe, you can download other programs for a better UI, but you don't need to download mySQL or anything to play on another persons server
