You might try that people need to at least get to level...20 or 30?? Before they get their full admin priveledges, and if they get it will a BSD(big soul devouerer) and a COWA(can o whoop ass) then they only get a certain amount. And you could also decide to lower the status, and those that are friendly get GM upped, I don't know, just a suggestion.
