If you are on when a petition is received, it tells you and they show up in #listpetition. You aren't running a server with thousands of users here, you can pick out the bad ones yourself (more information in the database would have to be stored, etc) just by name. Comments/ I can't think of a good way to do them easily other than allowing the guide to append text.. but we dont' even have an escalate flag really
