The general rule is each client will need 5 KBps bandwidth for Emu. However, I have found that clients only use that much while zoning/loading. When in a client is in a zone and is just playing, the requirments drop to 500 bytes to around 1KB. Also, the newest version of Emu features packet combining which drops loading and general playing requirments even more (haven't had time to get actual figures yet) If you have 60KB upload speeds, then you have enough to get a small server running. You can probably squeeze around 15 users on your server possibly more with the packet combining.

I just noticed that you said 60kb... If your upload speed is only 60 kilobits than you won't have enough bandwidth to run a server. If it is indeed 60 kilobytes than as I previously said you'll be fine.
