Personally, I take offense at your post / request for more non-legit servers. There are several reasons why.
I run a legit server on my lan for myself and friends. I do not use the EQEmu login servers specifically because I don't want people like you on my server. I run the server and fix the code to raise my abilities at programming. EQ, to me, is a fun diversion. If I wanted a completely different experience, I would simply create a new game. What I want, and what they want, is a legit EQ-like environment where they don't have to put up with the hordes of people on Live AND something they don't have to pay for, especially in light of putting up with other people's crap.
I've been lurking on this board for awhile now and only recently registered so I could post. Personally, I am sick of listening to people complain about what other people aren't doing. People constantly complain about the lack of AA's in EQEmu, or Bard song modifiers on equip, database issues, etc.
Personally, to all of the other Devs out there, I think we should ALL concentrate more on THANKING THEM for giving us something that works, instead of complaining that something doesn't work. If it's a bug, fine, post it in the bug forum so that they know. But unless you are a Dev, I don't think you have a right to complain about something that you are NOT contributing to.
If you want a non-legit server, then create your own. End of story. Figure it out instead of telling others to "Get off our lazy asses". Get off of yours and read the hundreds of posts answering questions and providing specific instructions on how to create your own server. It is NOT, afterall, THAT difficult.

But seriously, you have no right, IMHO, to complain about something that you yourself can not or will not do.
