To be a successful emu server you need a dedicated (or multiple dedicated) servers on 24/7 in a datacenter somewhere. And you need to have experienced coders that can fix the server's code to eliminate bugs and make it more stable.
Without these elements there's nothing differentiating you from any other joe schmoes server set up on his laptop or in his living room
