When it comes to building a new zone (whatever the quality of openzone and side software), it requires much time and involment, and it requires much intelligence and patience to design a good zone. This actually barely makes a handfull people (no offense intended), as KhaN said.
On the other hand, collecting, refining, creating textures, or even meshes or models, is a smaller effort, that many people could afford. I'd be proud to provide a nice new orc or goblin model, or skin, or even sword, or torture engine, table. People should try it, and it's a way to help the community.
It takes one or two persons to set up a place for helding this, and keeping alive and neat. That's a job. Got to find the guy (or gall) :/

p.s. just made a photo picture of the planks of my wooden floor. Very rare and actually unique texture ! I'd gladly give up all copyright for the project. Tell me where to post :p
