Deimos: Stop thinking you know everything. For that matter, stop thinking you know anything. Once you do that, your ego will go down, and you'll be able to actually learn something.
That said, time to make you feel like an ass. (not sure if I can do a better job than sotonin and the rest of the gang though... they're pretty talented)
First, T3 == DS-3.
Second, a 100Mbit/s burstable connection with unmetered bandwidth will run you around $25k/month with a 2+ year contract. The lowest you'll get is a 6 month contract, and you'll probably pay between $35k and 45k/month, so I think you need to massively scale down your ideas there.
Third, how are you affording any of this if you're in highschool? An afterschool job? If so, how will you put time into the project?
Fourth, if you were making an LS, you would've posted it already. It's a very simple procedure in essence, and you'd get at least a bit of credit from people here if you released one.
It may seem like everyone is telling you that you won't be able to do this, but you need to take the comments in a more constructive fashion. A lot of your problem is that you feign knowledge at every turn; it's causing you to look like a total idiot. If you spent less time talking about what you know and more time asking questions you'd be in a much better position in the community. (Supposing you ask
