I went ahead and tested this myself.
Short answer is "no", long answer is "not unless you modify a single byte in the client". There's a loop that terminates when a < 24 comparison fails; extending that number allows more LoadArmor texture sets to be read.
Need to modify the WLD file in the global##_amr.s3d file to make it work right, but would be easy to make a program for that.
Should be easy to add texture 23 armors for non-monk races without any client modifications, at least.
I wanna see if swap animated textures are supported on player models, but that's probably unlikely.
