Buying/Building a Server

If you were going to buy/build a server for 5 to 50 players what would you reccomend... Preferably something capable of being windows base as I am not familiar with linux and something that can hold...

Hanging at login screen

I setup everthing to work with minilgoin and it worked. So i set it up to work with hamachi so my friend and I could play. I am using my hamachi ip for everything. I can load up and play just fine....
