I resolved this by exporting the files from the server and placing them in the appropriate folders on the client.

So is there anyway to get this to be shown as completed? I play on Irreverent server and the combine still doesn't work.

Is this quest completable? I didn't find much about this quest on the forums, except that it was under the "quest:completed" section. This website shows it to be incomplete though...
