Thumbs down why i say hail to any NPC but no one answer me?(mini sever)

i'm a newbie here, i build a mini sever on my computer, but when i login, i say hail to any NPC but no one answer me? what s wrong with my server?

i use mysql5 and perl5.88, and PEQServerPack-Maps-4.0-1110a with PEQUpdatePack-4.0-1129Rev233 updated.

can anyone help me to find the problem?

What was the solution? I seem to be having the same issue.

Vendors interact with me correctly.

I figured it out, I uninstalled Perl and re-installed the 5.8.8.822 version and it seems to be working.

Incidentally, I am missing the quest mobs (guards) in the tutorial that give the second half of the zone quests - for the kobolds. Is that because I didn't start in the jail?
