Did you check the setting in your ini file?

I'll play around with it tonight to see if I can replicate it.
I'm not seeing client.ini in the default (2/11/13) steam download, so it's probably created on first run.

I had my ini sound setting off and set it to 'Sound=TRUE' manually. I believe it defaults to true is a sound card is present.
I didn't have any detectable issues with sound and the 12/10/2012 RoF client.
Make sure your sound card is registering properly and try turning off sound/effect options to help troubleshoot the problem.
(Also, open window's volume control to make sure that something needed isn't muted there.)

I think it shows up in the game log file (not character log.)
Chances are, you wouldn't be able to log into a server with the 2/11/13 client because the emu hasn't added support for it
just yet.
The only way you would be is if a particular server added their own support for it.
Since this is a current client, you might trying looking on the SOE forums for similar issues. I wouldn't, however, make any
posting indicating that you are/plan on planning on the emu.

If you're using WinEQ2, do you have sound turned off in the profile?
Also, is there a nosound.txt file? (no idea if this actually does anything, but googlinh for it says it does)
