Default How to localize the server

I hope to build a Server for Chinese EQer. They have the Chinese Client.

I modified the perl scripts in quest folder. Then NPC can speak Chinese while players hail them.
I try to modify the name column in npc_types of the database. But the name cannot be displayed correctly. It will be displayed as "??? ???".
The same thing happened when I try to modify the name of items.

Is there any thing I should do to localize the server?
I found some Server support Chinese NPC name and items. Is there any one can help me?

I have set the name column in the table "npc_types" to utf-8 use utf-8-binary and utf-8-ci; but it not works.
Is there any other columns need to be set?

Do you mean I need to rebuild the Server programs with utf-8 supported set?

I would assume so; use Unicode instead of Multi-Byte.
