I had EQ off my comp for a while so if I re-installed everything including my expansions that I have on disks and not update the game will EQEmu still work with all the un-updated files?

Sorry, but, you have to patch to be able to play... Unfortunately, the latest patch will not work. You'll just have to wait until the Dev's release the next update and bring Emu back up with Live.... Oh yeah, don't ask when it will be done.
