Here is the last(?) version of the AX-Classic standalone installer. It's very, very obsolete nowadays and support has long since ended for it.. but that's the #1 way to play offline AXC. Might not even run on W7+ though. It's been years since I've tried it and should come with a "warranty void" sticker on it.
Surumon has some updates and the readme file there has some install instructions.
Otherwise,
this is a much nicer modern solution but will not run the AX database without either luck or knowledge.
