Has there been a new syntax implimented, or has it just been disabled for now?

Its disabled right now it official binary releases until some quests are written for it and its shown to work properly. Once that happens then there will be three releases: 1. source 2. Win32 binary old quest format 3. Win32 binary new quest format

If you want to use the new quest format you will have to specifically use the #define
