I can logon to server but everyone else gets 1017

I get no error messages and I can logon to my server just fine, no lag no nothin. I can use all the commands I need to and such but...anyone else who tries to logon to the server gets a 1017 error. I am using the most up to date binaries (5.3DR2) so I am not sure what it is.
