Thats funky.. His tables locked for some reason.. Could potentially be corruption in the mysql/mysql database.. I'd try to uninstall mysql completely, reinstall it from scratch, then resourcing the db.sql (after using the brute force permissions fix in the sticky). Havent seen this one before.
I have noticed odd windows problems with mysql just flaking out and requiring a full reinstall, though Ive had a stable mysql databases on several linux servers for years now, Ive never experienced this issue..

could it not be just a wrong mysql password error ?

I guess it could be, though Ive never seen it spit out that a table was labeled read only, using it will deny access to the table completely. It could be bad permissions of the user id though.. Of course most of the time you get an access denied when you try to read, not try to update..
Thats why I suggested trying the brute force permissions flush 1st though, in case it was a permissions error.
