Did you copy spdat.eff from your Everquest directory to your Eqemu directory?

No thats what i didnt do lol

From Readme.txt

2) Copy spdat.eff from your Everquest directory to your EQEmu directory (Should be C:\eqemu). If you don't do this then you will not be able to cast spells of any type ingame.
