"Normal" flagged account

Great job guys!
Wondering if there is a way to make a normal normal flagged account, one that doesn't have any special powers at all so that a mini-game could be setup and not have to worry about people using other than conventional means.

Everyone is status 0 by default untill you flag them.

And you cant make accounts at all using Minilogin if thats what your asking.
