I had my server working perfectly fine before new patch, i download the patch, change the DB and Loginserver configs, ran the worldserver and windows9x and whenever my friend or I try to connect it gives us the server is not responding message. Im running Windows XP btw

Btw i also tried it with the other boot5zones, still wont work =(
Im sorry, by patch i mean i downloaded the new EQemu =P 3.1.1

99% likely to be a type-O some place in one of your 3 config files.. As 3.1.1 hasn't seen any issues like this that you shouldn't have seen with 3.0
If no luck finding your type-O post your configs.

Try reading the Boot5zones.Win9x.bat file again (last few lines of the Remarks)
Here, i'll help ya out :)
REM: zone9x.exe is for use with Windows 98 and ME only.
REM: If you are running Windows NT/2000 or XP use ZoneNT.exe
This means you need to use the Boot5zones.bat file because you're on Windows XP.
Aye, i always run the boot5zones.bat sorry if i didnt type it out, sometimes no one can understand what i write. With 3.0 i always ran boot5zones.9x because boot5zones would always pop up and disappear right away. With 3.1.1 i have tried both boots, Boot5zones no longer disappears, but i still get the server not responding message *AFTER* i get to the character screen. In the Zone window everything goes normal, no error messages. It will simply say Client Disconnected. Let me try to quote some of this....
Hmmm, how do i quote Dos windows? Do i just retype everything in there? Because i dont see a way to copy and paste =/
Jesus christ i am the stupidest newbie around, sorry for wasting all your time guys, just realized i hadnt edited the actual bat files with my ip adress

If you use the Win9x batfile on Windows 2000, NT or WinXP the server will be locked or the zones will be un-available.. thats why there is two exe's.
