Flags missing at 0.6.6

looks like someone accidentally deleted the commands flagclient, flagnpc and flagcheck for quests ...
they aren't working and aren't at perlparser.cpp or perl_client.cpp.

I got rid of it because it was a crappy system to begin with, and it didnt work very well anyhow. Quest globals can do everything they could, and more, use them. Also, there are zone flags as well to manage zone access.
