I think you should look at PEQ - www.projecteq.net . It seems to me to be what you're talking about.

Oh yea, PEQ would be best, its the most live-like server of the bunches you see in the serverlist. Some in the server list are custom becuase serverop's wanted to play EQ with things that EQLive never provided. But if you want to play EQLive-like server, PEQ is definatly the way to go! :)
