If your using 6.5+ (emulator version), they dropped the use of the db.ini and the eqemu_config.xml file took over in its place, here is some information on configuring that that: http://www.eqemulator.net/wiki/wikka.php?wakka=ServerConfiguration. Basically your just putting them all into one easy-to-manage file.

I'm no .xml expert but word pad might do the trick.

Yeah i jsut wanted to start up a server just for myself, or maybe a few friends to play on and #level ourselves and go raid some stuff but this just seems to complicated, theres instructions all spred out everywhere and it seems kinda too unorganized for me to be able to understand what i need to do lol

Nevermind... PEBCAK.
However, now I'm getting a "Client does not support Authentication Protocol"... maybe I need to get a newer MyODBC driver on my system. I'll find out.
Nope, that wasn't it. Downloaded the 3.51 MyODBC and it's still not connecting :( I'll look around a little more.
OK... fixed that... we'll see if I can muddle my sorry hiney through the rest of this :)

You can fix the auth error by using old_password('pass') when setting the pass for the emu's MySQL user :)
There's a thread about that somewhere here.

:)
If you're ODBC (from microsoft), dont expect reliability. The timeouts and buffers for it are amazingly short (meaning big updates can cause the "Database connection has gone away" error).
