I need help with a dll file

I just got Titanium and installed it. I changed the host file and the shortcut. When I try to run it it says I need d3dx9_30.dll. Do I need to run the everquest program? I am afaid that might patch me?

lol its a direct x file forgot do update when I redid my hard drive
