I searched but couldn't really find the answer I was looking for so here goes my question.

What the heck is this thing? Is it like the UO emulators where you change the world server in the .txt file and play on some one's home grown server? or is it just for creating your own server?

Yes it is. its a server emu. You can create your own server and join other ppls servers.
