New skillcap format

Ever since I sourced in the skillcaps.sql, I am unable to train in any skills. Guildmaster says, "You are already at max skill" when the skill is at 0. So I tried setting skills manually to 1 with the #setskill command and they skilled up to the 60's (reportedly) in combat. I pulled up the skills list and they are still all 0 but in red.

I noticed in the skillcaps table all the skill ID's are 0. This have anything to do with it or did I miss something else?

Never mind :)

I was goofing off and never tried to train until level 75. Training pre-70 works.
