seems you didnt install .NET framework (20 megs download )

Run Windows Update and make sure you have everything.

XP is doesnt have the .NET Framework ( I know someone told everyone that it is in but its not ) so try updating your XP or download it at the adress specified in the readme

.NET Framework and the Service pack are on there.
