For minilogin to work...

I've done some searching, but cannot find anything. I'm trying to run the server/minilogin and play on the same box, but whenever I go to run start.bat I get the following message in world.exe:

[Debug] [WORLD_LS_ERR] ****For minilogin to work, you need to set the <address> element in the <world> section.
Here is how my eqemu_config.xml is configured:

Anyone know what the problem is that I'm not seeing?
