I've been out of the loop a while but I recently started rebuilding my server and playing some newbs from the beginning with some friends and I've noticed that melee accuracy is a joke... Was never a problem on the previous builds (uhh 944 I think might have been the last I used? Not really sure) but the latest March one and the June releases have both had the same problem... basically everything auto-attack related for melee hits maybe 1 in 30 tries on anything even vaguely close to my level... within 3 or 4 levels of me that is. Not just a 'I'm not hitting as often as I should" type of thing but a true not even close to accurate... This has disadvantages playing a melee obviously, but also makes casting as a caster kind of insane since you can cast through some 4 or 5 mobs in the low levels because none of them are hitting you anyway...
Was wondering if this is a known issue (didn't see anything on the bug reports nor on searches) or if anyone knows if perhaps I fubar`ed something during installation that may have had this as a result (I downloaded the pre-built windows version, and I assume it's in the code not in the database?)

PS This was a basically out of the box installation the only things I've changed were a double exp rule and thats about it... also using it on GM accounts if that matters although as little as I tested suggests it happens on non GM accounts as well. Also at low levels I was doing approximately half the damage in terms of max damage as I should have been doing... I.e. when using a 5 damage weapon I'd do 3-5 damage instead of 6-10 as it should be, this continued until level 6 where it 'magically' became fixed. Tested it with my monk and a shaman, monk used hand to hand as well as 1h blunt shaman used piercing, same results across both.
