Why do you get special Legends Privleages, lol. Working on anything new perhaps?
"In theory" , you should contact Doodman and make arrangements. Good luck with that! But if I were you, I would lay this to rest, as it will only make aggravation and burn bridges (experience speaks).

Rogean is an EQEMU Dev, and only EQEMU Devs can use legends servers..
But they can never be public , only for Dev purposes.... From my understanding that is..

Yeah ? I was told by Doodman that they COULD NOT...
And if anyone should be Legends it would be me, Since i've been with EQEMU longer than anyone else... 6 years now...

This doesn't sound good at all, I thought there was more to a preferred or legends server than this.
Anyways, on live, I don't think they have legends servers any more, mostly because the servers didn't have many players.
There was "Stormhammer also known as Legends - premium customer service server, which provided greater GM attention and more events for a surcharge to the regular subscription fee." (quote from http://en.wikipedia.org/wiki/EverQuest_special_servers).
So, to sum it up, the legends servers were intended for higher paying customers.
Edit: While we're on the subject, here's what a preferred server should be:
"Q: What is the Firiona Vie Server?
A: Firiona Vie is a "roleplaying preferred" server. This server has
several special rules including a limit of one character per account (when
people say they have more than one character on FV this means they have more
than one account), Trivial Loot Code (TLC) where if a mob is gray to anyone
in the party that killed it then any loot tagged Lore or Magic disappears
(poof!), a lack of No Trade items that extends to nearly everything in the
game save for certain high end keys, most Grandmaster Trophies, and Epics
and Epic drops, and a lack of Common Tongue (each race starts with their own
racial language, and Common is replaced with Human). The old rules about
alignment grouping restrictions and language learning have been lifted.
SOE doesn't enforce any roleplaying rules, though several members of the
server do with varying degrees of commitment. "
And just for the hell of it, Progression servers;

in mid-2006 as a way of recreating some of the experience of playing the
game as it evolved. These servers use the same rules as the regular servers,
but most of the content (zones and quests) are not available until players on
the server have accomplished certain key events, such as defeating the top
encounters from the earlier content. This is based mostly on the expansions
that have been added over the years; thus, no content from Ruins of Kunark or
later expansions (and especially the easy travel and other amenities offered
by the Plane of Knowledge) is initially available. Many long-time players
have returned to give these servers a try, and they are also an interesting
way for new players to start out on a more equal footing. "

I just playin around by the Legends post earlier. I understand who Rogean is and anyone with that authority in the project is more than right to do whatever they please with thier server, hence the "lol" at the end of it.
Not trying to stir up a hornets nest and get people saying anything.

Developers have a right to put up and control legends/preferred servers, public or private, at their discretion. We run this entire project (Website, Login Servers, IRC Servers) and put our time into the source code for these servers.
